Vulnerable road users : report on the knowledge base for an effective policy to promote the safe mobility of vulnerable road users

Up to present, little attention has been given to the category of?vulnerable road users?, such as elderly people, young people, people with a disability, pedestrians and riders of two-wheelers of various kinds, while forming over half of the total number of road casualties. Considerably less is known about the problems of vulnerable road users than about the safety of car occupants. It is therefore understandable that the policy with respect to vulnerable road users has not been developed to any significant extent, certainly in comparison with car users. This report offers an overview of what is known and what should be known about vulnerable road users, and more in particular what is needed for the development of an effective and efficient policy with respect to those groups.
