PAH in Dutch surface waters : sources and abatement measures : speed evaluation document
This evaluation document is a product of the SPEED project (Source reduction cooperation Project aimed at Effective Emmission reduction from Difuse sources). For two polycyclic aromatic hydrocarbons, benzo(a)pyrene (BaP) and fluoranthene (Flu), Dutch emmissions to air and surface waters have been inventoried and abatement measures are presented. Using the STRAVERA model, future trends in emmissions and surface water loading have been computed for three scenarios: (1) established policy, (2) planned policy and (3) additional measures. In the first two scenarios, an increase of 30-65% in surface water loading is anticipated, due mainly to the expected increase in shipping traffic. Assuming a reduction in foreign emmissions by the same percentage as in the Netherlands in the year 2000, the additional measures in this plan of action will reslut in a 50% reduction in surface water loading by 2010. Despite the inaccuracy of the emmission data used, it can be concluded that these measures fall short of the government policy target of 90% reduction. In "action tables", it is indicated which organizations should take the initiative in reducing PAH emmissions.
