Infrastructure planning as part of the Second Dutch Transport Structure Plan

This paper presents a concise overview of content and methods of the second Dutch Transport Structure Plan (= Tweede Structuurschema Verkeer en Vervoer SVV II) for the period 1990-2010. Out of the many policy instruments that together constitute the plan this paper gives special attention to the planning of additional national road and rail infrastructure. After describing the factors that cause future growth of travel demand in the Netherlands the infrastructure policy measures that are proposed to tackle expected problems are summarized. Attention is given to the analysis methods used in assessing the effects of the improved infrastructure on travel demand, accessibility, congestion, vehicle kilometrage and other measures.
