Germany : research on railway competition : national report
This report of the project RailCo presents experiences with competition in the railway network of Germany. The main elements of railway reform are presented with aims and considerations that shaped the new rules for the railway system in Germany. Also the current organisation is described for transport authorities, the Deutsche Bahn AG (the former Deutsche Bundesbahn), other operators and new players. Case studies are presented: tendering in the Ruhr area and further developments, tendering around Cologne (Köln) and Bonn, and comparison of the VRR tender (Verkehrsverbund Rhein-Ruhr) and the VRS tender (Verkehrsverbund Rhein-Sieg).
