The environment in Europe : a global perspective
To take account of the uncertainties in the political, technological and socioeconomic developments, the future state of the environment in Europe is described in two contrasting policy scenarios. GLOBE I contains a conservative view in which current trends in development and environment policies continue. GLOBE II contains more international cooperation and coordination, in which full implementation of best available technologies and policy options in both Western and Eastern Europe is assumed. In accordance with the subsidiarity principle, the report focuses on those environmental topics that require European action. These topics either place Europe in a global context, have a transboundary character, or have regional effects. GLOBE II results in a far better environmental quality, although it still does not result in a completely sustainable situation.
