The purpose of this handbook is to offer policy makers and traffic engineers at local, regional and national levels a starting point for structured cooperation aimed at sustainable traffic management at a regional level. This is a method in which different road authorities cooperate on a basis of equality to develop integrated and sustainable solutions for traffic management.
