Emissions and congestion : estimation of emissions on road sections and the Dutch motorway network : executive summary

Describes a research programme, set up out of the need for representative emission and fuel consumption data for motorway traffic in order to determine the benefits of decreasing traffic congestion by using traffic management measures. The programme was split up into three phases: test phase for categorisation and determination of traffic situations and vehicle test procedures ; determination of real world emission and fuel consumption factors ; calculation of the effects of traffic management measures in the Netherlands.
