Policy Analysis and Scenario development for Passenger transpORT (PASPORT) : phase 1 : supporting volume 1 : reference scenarios
The general scope of the PASPORT project is to generate tactics and to develop strategies and compare them in terms of their estimated consequences. It is highly desirable to assess the impacts of the tactics and strategies under different external conditions. For this purpose, three reference scenarios are developed and analyzed. This report presents the designs drawn up for the reference scenarios and the results of the impact assessment. The three scenarios developed are: 'In sickness and in health' (based on collective values and economic expansion), 'Rugged individualism' (based on individual values and economic expansion) and 'The wolf at the door' (based on economic stagnation and instable values between collectivism and individualism).
