Living with floods in the Lower Incomati Basin : review of current conditions and development of future scenarios
The objective of the study is to investigate the possibilities of implementing alternative flood management strategies in the Lower Incomati Basin. The strategies are based on either reducing the damage floods cause or reducing both probability and damage of floods. Two possible pathways (development scenarios) to post-modern flood management are considered. The pathways are firstly considered in the form of a theoretical framework. The theoretical framework describes the paths as a series of developmental phases that change over time in response to different economic, social and environmental pressures.
