The development of an integrated and open communication architecture for the roadwork is one crucial part towards an Integrated Road Transport Environment (IRTE). This document contains a system concept for a generic system, the Generic Road Management System (GRMS), to be used as a basic tool for the integration of ATT (Advanced Transport Telematics) applications in the regional or national level of Integrated Traffic Management (ITM) in interurban areas.
