Assessment of Technologies for the Electronic Registration Number
The purpose of this document is to provide an assessment of the technologies that may be used in the implementation and operation of an Electronic Registration Number, or ERN, for road vehicles. The technologies considered in this document are described in the Inventory document, EKEN-00-FS-022 (ref. 1), where a short overview of an ERN system is included. The criteria used to assess the technologies are discussed in the document “Elektronisch kenteken - Operationele criteria” (ref. 2).
The document is structured as follows. The four identified methods for automated vehicle registration, optical image recognition, radio-frequency identification, Bluetooth and mobile communications, are discussed in this document. The performance of these methods, as described in the Inventory Document is compared to the requirements that they should fulfil. The following chapters offer an overview of how each technology complies with the criteria for ERN, and each chapter has a conclusion. Chapter 2 assesses Optical Image Recognition, chapter 3 Radio Frequency Identification, chapter 4 Bluetooth, and chapter 5 covers Mobile communications. Chapter 6 presents the final conclusion.
