Private-sector participation in rail-freight transport via development and operation of the Betuweroute
Establishes the motive for private-sector participation in rail-freight transport and describes the aim, process and procedure of this market consultation. Discusses the products and activities for which private-sector participation is desired. Two possibilities of realising private-sector participation are described. Finally goes into the possibility of contracting out with a DBMF(O)-contract. The appendices deal with different items, a.o. the policy framework and supplementary policy, the current structure of the Dutch rail-freight-transport market and the forecast of rail-freight volumes. Other items include the international rail-freight corridors, legal aspects of the Betuweroute and a technical and geographic description of the project.
