The development of an integrated and open communication architecture for the roadwork is one crucial part towards an Integrated Road Transport Environment (IRTE). This document discusses aspects, other than technical, that effect the development and deployment of an integrated environment. It is the purpose of this document to contribute to the choices that policy makers have to make in the development of Integrated Traffic Management (ITM). The concept of open infrastructures versus closed single purpose systems is explained from a benefit point of view. This report focuses on the roadside infrastructure, which will form a major part of the required costs for interurban traffic management.
