Utilization-based systems for allocating transit service in the Netherlands
This report, which concludes the IPA series, summarizes the principal issues involved in the assignment, discusses how the research work meets the original Terms of Reference, reviews the two major types of "systems of standards" which have been developed in the course of the study, and describes in detail three systems of the utilization-based type. Five annexes discuss ancillary topics: issues in measuring benefits; measurement and weighting of travel units; minimum supply standards; treatment of inter-city differences in costs of providing transit services; and techniques for measuring ridership.
